Ayumi Moore Aoki is a serial entrepreneur, tech diplomat, and mother of four operating at the critical nexus of technology, diplomacy, and international development. As Founder and President of the Tech Diplomacy Global Institute and Founder and CEO of Women in Tech® Global, she architects strategic partnerships across governments, international organizations, academia, and the private sector to advance digital equity and drive inclusive innovation on a global scale.
Pioneering Tech Diplomacy
The Tech Diplomacy Global Institute—established in collaboration with UNESCO—stands as the world’s premier institution bridging technology and global policy. As a neutral convening platform, the Institute brings nations together to shape international standards, build diplomatic capacity for the digital age, and advise governments navigating emerging technologies and digital transformation.
In 2025, under Ayumi’s leadership, the Institute launched the Samarkand Declaration on Tech Diplomacy, the world’s first global movement ensuring every nation possesses the diplomatic capacity to shape its digital future. Unveiled alongside UNESCO’s 43rd General Conference, this historic Declaration set in motion an unprecedented international process aimed at achieving universal tech diplomacy adoption by 2030.
Empowering Women in Technology
As Founder and CEO of Women in Tech® Global, headquartered in Paris, Ayumi leads one of the world’s most influential organizations championing women in STEAM fields. With active operations in over 60 countries and a thriving community exceeding 350,000 members, the organization has set an ambitious target: empowering 5 million women by 2030. Women in Tech® collaborates with powerhouse partners including UN Women, the World Economic Forum’s Edison Alliance, and governments across France, Cape Verde, Burundi, the United States, Uzbekistan, and Malaysia.
Global Influence and Thought Leadership
Ayumi’s expertise is sought at the highest levels of international governance. She serves on UNESCO’s International Consultative Group of Experts for Closing the Gender Gap in Science, the World Economic Forum’s Global Future Council on Advanced Manufacturing and Value Chains, and as an Advisory Board Member of the Global Center on AI Governance. A compelling speaker and recognized thought leader, she has delivered addresses at the World Economic Forum, TEDx, LEAP, and the UN ESCAP Summit, while also lecturing at prestigious institutions including Johns Hopkins University, Sciences Po, and École des Ponts.
A Journey Shaped by Experience
Born in Brazil to a Brazilian mother and Japanese father, Ayumi spent her formative years in South Africa during apartheid—an experience that indelibly shaped her unwavering commitment to inclusion and equity. She entered the technology sector in 2008 as a self-taught coder, demonstrating the power of determination and accessible learning. A decade later, in 2018, she founded Women in Tech® Global, transforming personal experience into global impact.
Currently pursuing an Executive Doctorate in Business Administration (EDBA) at École des Ponts Business School (Institut Polytechnique de Paris), Ayumi’s academic research examines tech diplomacy and strategies to bridge the digital divide. Named one of Forbes France’s 40 Women for 2023, she embodies purpose-driven leadership—championing the principle that technology must advance humanity’s shared aspirations while guaranteeing equitable access for all.
