During the High-Level Week of the 81st session of the United Nations General Assembly, Ayumi Moore Aoki, Founder and President of the Tech Diplomacy Global Institute, will chair a closed-door roundtable on who actually delivers global AI governance, convened by the Institute with Mia AI and the Ministry of Foreign Affairs of the Republic of Uzbekistan.
The Global Dialogue on AI Governance held its first session in Geneva in July 2026 and returns to New York in 2027. In between lies a practical question: who, at national level, carries out what governments have agreed, and with what institutional capacity? Most foreign ministries still have no designated official for technology policy, no channel to the companies building the systems under discussion, and no training pathway for the diplomats who negotiate on their behalf.
Around twenty participants will take part at a single table, under the Chatham House Rule, with no panel and no audience: Tech Ambassadors or equivalent tech diplomacy envoys, senior officials of foreign ministries and diplomatic missions, the United Nations system, and leaders from industry, research and civil society. Every participant answers the same question in a timed round before the discussion opens, and Ayumi will deliver the framing intervention on the implementation gap between Geneva and New York.
The session is part of the official Digital@UNGA 2026 Affiliate Sessions programme. Its conclusions will be carried into the Tech Diplomacy Asia Symposium in Tashkent on 14 October 2026, one year after the adoption of the Samarkand Declaration on Tech Diplomacy.
