The World Government Summit 2026 marked the signing of a five-year Memorandum of Understanding to launch the Global 5X AI Impact Accelerator Program, a strategic collaboration between the UAE Government Accelerators, the Tech Diplomacy Global Institute and the Global Center for AI Governance.

The MoU was signed by H.E. Dr. Huda Al Hashimi, Deputy Minister of Cabinet Affairs for Strategic Affairs for the UAE, Ayumi Moore Aoki, Founder and President of the Tech Diplomacy Global Institute, and Dr. Rachel Adams, Founder and CEO of the Global Center for AI Governance, formalising a long-term partnership focused on responsible, execution-driven AI cooperation.

The Global 5X AI Impact Accelerator Program is designed to move AI governance from principles to delivery, supporting cross-border, multi-stakeholder projects that generate measurable public value across five priority domains: sustainability, society, health, learning and livability.

Anchored in the UAE Government Accelerators’ 100-day delivery methodology, the program provides a structured execution framework to translate AI commitments into real-world outcomes, with a strong emphasis on accountability, institutional capacity-building and trusted governance. As Ayumi Moore Aoki noted, this collaboration moves tech diplomacy “from concept to capability,” accelerating trusted, inclusive and globally aligned AI transformation with impact where it matters most.

Through this partnership, governments, international organizations and ecosystem partners will be invited to co-develop and scale AI initiatives that address concrete public challenges, positioning the UAE as a leading hub for AI implementation and international cooperation, and signalling a decisive shift in global AI governance towards delivery-focused collaboration at scale.
